Emerging-market countries, such as Ukraine and Vietnam, are aggressively recruiting venture capitalists, reports Tim Draper, founder of Draper Fisher Jurvetson, who recently held meetings with Viktor Yanukovych, the president of Ukraine, and Nguyen Sinh Hung, deputy prime minister of Vietnam. "They're very aggressively saying, 'Come to our country.' It's a great opportunity for an investor," says Draper, whose VC firm was the first to launch an international fund back in 1999 and has backed startups all over the world, including China's Baidu Inc. and Luxembourg's Skype Technologies SA.
