The Turkish authorities responded to the COVID-19 pandemic by introducing an Asset Ratio Requirement that pushed lenders - especially state-owned banks - into growing loan books and by enacting NPL forbearance measures, both of which may be disguising the true levels of stress in banks’ portfolios.
